I feel your pain. I have seen this over and over for 30 years. KM concept is very old, around 1980. The problem lies in the simple fact that many teams want to implement KM without a clear concept understanding of what is Knowledge, how does it work, how does it form, etc,etc.
When you understand the concept, you will realize that:
1- When referring to Rational knowledge, only data and information can be transmitted. Experience cannot be transmitted.
2- You cannot expect the majority of employees to freely share everything they know, just because your order them to do it. This policy does not work, because Knowledge is like a currency, it costs a lot of money to gain information and expertise, it takes a lot of time, and sometime pain and tears.
3- The only way to motivate the majority, is to offer them a commitment from the company to trade currency for currency, you share your knowledge, we will give you more focused knowledge so you can progress in your career. Simple.
4- If you expect that technology on its own will solve your Knowledge problem, you are dead wrong. People going to technology as a way to figure out a solution, is like trying to put a saddle on a horse without the horse. It will never work.
5- We train professionals on what is the logical way to address this issue of tools, Solution, Problem, time.
